Try using a wire brush and a vacuum cleaner to clean the area around the pilot light. It seems like the jet is being restricted by debris. Natural gas is typically under very low pressure, so the pilot light could be easily blocked by some kind of buildup.

While I can’t say for sure without looking at it, it sounds to me like it doesn’t have enough ventilation.
When it first lights it causes a partial vacuum, the air then rushes in to fill this vacuum and blows out the flame.
Sounds strange but I had the same problem once.
I solved it by putting better vents in the door to the closet it was in, and later bringing in an auxiliary air pipe (like a chimney hooked to nothing)

Is there a draft that keep blowing the P lite out>Or when the P lite cycles the flame may be blowing it out>Watch it and see with hot water running>
